Non-Resident Student Transfer Procedures

ORANGE BEACH CITY SCHOOLS PROCEDURES FOR New STUDENT NON-RESIDENT TRANSFER REQUEST

  • Orange Beach City Schools serves students residing within the city limits of Orange Beach, AL.
  • However, non-resident students who wish to attend Orange Beach City Schools may be considered for enrollment by completing the Non-Resident Student Transfer Request Application.
  • The Non-Resident Student Transfer Request Application for the 2026-2027 school year will be open July 13-24, 2026.
  • Non-Resident students applying for enrollment in Orange Beach City Schools will be subject to tuition and an application fee based on the Orange Beach City Schools Non-Resident Student Policy.
    • For the 2025-26 school year, tuition is $2,500 for in-state students plus a $100 application fee.
    • Please contact Orange Beach City Schools for out-of-state student tuition.
  • If the transfer is approved, tuition and fee must be paid in full prior to enrollment. No registration documents should be completed until the transfer has been approved!
  • Please note that Orange Beach City Schools will not provide transportation for non-resident students.
  • Questions concerning non-resident student transfers may be referred to the Director of Student Services, Mr. Joe Blevins.

CHOOSE Act Application

Alabama enacted the Creating Hope and Opportunity for Our Students’ Education Act (CHOOSE Act), which the Alabama Department of Revenue administers. This program provides funding directly to approved Education Service Providers (ESPs) to help support eligible K-12 students across the state. These funds can be applied to educational costs and help school systems strengthen services for students. In alignment with Board policy, all non-resident families must apply for CHOOSE Act funding for the 2026-2027 school year, regardless of financial status. This requirement applies to all non-resident students, including children of City and Board employees. The application must be completed by March 31, 2026, to comply with state-issued guidelines.

Requiring participation in this program allows Orange Beach City Schools to maximize available state resources and ensure continued investment in high-quality educational experiences for our students.

  1. Apply: Visit the official application website to submit your CHOOSE Act application. We highly recommend viewing the “How To Apply For CHOOSE Act” video to make the application process as easy as possible. Please be reminded that the state deadline for this mandatory application is March 31, 2026.
  2. Application Confirmation: To reduce the number of emails you receive about CHOOSE Act applications, please fill out this form once your application is complete, and you will be removed from future reminder notifications. We will email regular reminders about this mandatory registration requirement.
  3. Acceptance/Denial Notification: According to current state guidance, applicants will receive an acceptance or denial notification on April 15, 2026. Please save this notification upon receipt, as it is necessary to complete Returning Student Confirmation for the 2026-2027 school year.   4. Complete Returning Student Confirmation: The acceptance or denial document must be submitted during the Orange Beach City Schools Returning Student Confirmation. The confirmation form cannot be started without uploading this notification. Returning Student Confirmation for non-resident students will be open from Wednesday, April 15, to Thursday, April 30, 2026.

Please be assured that, regardless of approval or denial of CHOOSE Act funding, this process will have no impact on your child’s reenrollment in Orange Beach City Schools. Please do not hesitate to reach out if you have any questions or need support at any point throughout this process.
